Combine ingredients of phase A at room temperature. Mix moderately and heat to 50°C. Disperse ascorbic acid in propylene glycol while thoroughly agitating. Homogenize. Slowly add phase B to phase A at 50°C, carefully monitoring the temperature. Increase agitation as the product thickens. Continue mixing for an additional 30 minutes. Cool to 30°C with moderate mixing. Add preservative and fragrance. Homogenize, if necessary.
